CalCCA recommended that the Public Utilities Commission ("Commission") adopt the Proposed Decision's ("PD") establishment of a multi-year implementation and assessment of the effectiveness of the affordability metrics and the PD's reliance on the CalEnviroScreen ("CES") tool and CalEPA's definition of Disadvantaged Communities ("DACs").
