California's Department of Community Services and Development ("CSD") has issued its third Program Notice which makes changes to the CAPP Utility Survey requirements previously outlined in CAPP Program Notice No. 2021-02. Most notably, CCA arrearage data will be captured by the IOUs on the CAPP Supplemental Form and submitted to each CCA no later than September 2, 2021 for review and acceptance. CCAs must complete their review and submit the CAPP Supplemental Form and required attestation by September 9, 2021. For CCA arrearage data not captured by the IOUs (i.e., returned receivables), CCAs must complete and submit a CAPP Survey no later than September 9, 2021 in the CAPP Portal.
