CSD has issued guidance on frequently asked questions ("FAQs") for energy utilties surrounding CAPP. CSD's FAQs provides guidance on a variety of issues, not limited to, how an energy utility should calculate which arrearages are eligble for the program and what is considered a commercial customer under the program. CSD also provides an anticipated timeframe of early October when the CAPP Application period opens for additional guidance regarding the distribution of CAPP benefits within the four priority groups.
