Decision Adopting 20-06-017 Short-Term Actions to Accelerate Microgrid Deployment and Related Resiliency Solutions

This Decision orders multiple specific actions the IOUs make take to expedite the microgrid interconnection process, as well as data sharing with local and tribal governments and CCAs.

D. 20-06-017 requires IOUs to:

Expedite interconnection processes for microgrids and resiliency.

Develop pre-approved single-line diagram template.

Modify NEM requirements for a period of three years.

Create more efficient process including virtual inspections.

For 3-year trial period, remove battery size limits for large NEM-paired storage, and do not allow islanding of systems.

Allow energy storage systems to charge from solar to import from – but not export to – the grid upon notification by the IOU of an upcoming PSPS event.

Collaborate with local and tribal governments (including CCAs) in semi-annual workshops and collaborative planning meetings.

Create a project engagement guide.

Create a dedicated staff team for collaboration with local and tribal governments (includes CCAs).

Develop an access-restricted data sharing web portal.

Submit a Compliance Filing on Feb.15, 2021 summarizing results of these interconnection process changes.
