IOUs Request Extension of Time to Comply with 2022-3 Budget AL Requirement

The Joint IOUs submitted a request that the November 1, 2021 deadline to submit plans and budget requests for energy efficiency portfolios in 2022 and 2023 be extended to November 8, 2021. The request is due to issues with the Commission’s California Efficiency Data and Reporting System, which energy efficiency program administers rely upon for certain data.

In D. 21-05-031, the Commission made certain changes to the assessment of energy efficiency potential and goals and modified the portfolio approval and oversight process, including a move to set energy efficiency goals in Total System Benefit (TSB) starting in 2024.

The Decision directs all energy efficiency portfolio administrators to file Tier 2 advice letters outlining their plans and requesting budget for their energy efficiency portfolios in 2022 and 2023 by November 1, 2021. In these Budget Advice Letters, among other requirements, portfolio administrators must forecast cost effectiveness metrics, as well as their program impacts in TSB. To calculate these metrics in a uniform and transparent way, as well as submit detailed portfolio forecast data to the Commission, portfolio administrators use the CPUC’s California Efficiency Data and Reporting System (CEDARS) online system.

PG&E requests a one-week extension of the deadline for 2022-3 Budget Advice Letters to November 8 to overcome issues with CEDARS, which provides key inputs for the Budget Advice Letters—namely, cost effectiveness and TSB calculations
