Track 3 Scoping Memo

Fairly narrow in scope- focuses on issues surround standby charges and any waivers of standby charges.

Should the Commission require IOUs to waive standby charges for a customer operating a microgrid, regardless of fuel source, so long as:

  • Waiving a standby charge will enable the microgrid customer to provide an incremental benefit to other customers that is commensurate with the magnitude of the otherwise applicable standby charges.

Track 4 will cover a number of larger issues:

  • Multi-property tariffs and alternatives; the value of resiliency; interconnection issues; and a revisit of the single property tariff.
