CPUC Issues E-5200 Draft Comment Resolution

On November 9, 2022, the CPUC issued Draft Resolution E-5200 which approves with modifications the Percentage of Income Payment Plan ("PIPP") pilot proposals submitted via Tier 3 Advice Letter ("AL") by Pacific Gas & Electric Company ("PG&E"), Southern California Edison Company ("SCE"), San Diego Gas & Electric Company ("SDG&E"), and Southern California Gas Company ("SoCalGas"), and participating Community Choice Aggregators ("CCAs"), pursuant to D.21-10-012. D. 21-10-012 authorized the IOUs to establish PIPP pilot programs, which set utility bill payment amounts at an affordable percentage of participants’ monthly income, and required the IOUs to file Tier 3 ALs that outline the PIPP pilot and propose eligible PIPP zip codes. The joint request of SDG&E, SDCP, and CEA was approved, along with the IOUs' request to create a statewide bill cap ratio of 75/25 for electric and gas services. The IOUs are directed to create a waitlist mechanism and file a Tier 1 AL annually to update bill caps. Comments on the Draft Resolution are due by November 29, 2022.

In jointly filed ALs, SDG&E, SDCP, and CEA agreed to calculate and allocate the proportional share of the 1,000 PIPP Pilot participant enrollment cap using 2023 projections for the duration of the 48-month pilot. SDG&E, SDCP, and CEA proposed participation caps as a starting point with the flexibility to pivot from these caps, within the 1,000 participant cap, to accommodate future CCA expansion as well as any potential movement of PIPP Pilot participants within SDG&E and CCAs’ service territories during the four-year PIPP Pilot. This Draft Resolution approves these participation caps, pictured below, as well as the zip codes proposed in the ALs.

In the ALs submitted by PG&E, SCE, SDG&E, and SoCalGas, all IOUs proposed a statewide bill cap split between electric and gas, regardless of the climate zones in which both electric and gas services are provided, with 75% of the monthly cap applying to electric bills and 25% applying to natural gas bills. In other words, electric service customers will be capped at three percent (3%) and gas service customers will be capped at one percent (1%) of the reference household income. This draft resolution approved this proposal, seen below.

This Draft Resolution also approves SDG&E's Marketing, Education, & Outreach ("ME&O") proposal, despite the Center for Accessible Technology's ("CforAT's") opposition, but directs SDG&E to establish a waitlist equivalent to its enrollment cap (1,000).
