Disconnections Phase 1 Decision Adopting Rules and Policies

This Phase 1 Decision orders the IOUs to implement protections against account disconnection for non-payment for certain customer demographics. It eliminates account deposits and fees for reconnection of service and although the IOUs currently have some payment assistance programs in place, two new programs are being introduced: the Arrearage Management Plan (AMP) and Percentage of Income Payment Program (PIPP). The Commission ordered the IOUs and CalCCA to form a work group to hash out the details of payment allocation in the AMP program, and the PIPP will be addressed in a separate ratemaking proceeding. The CPUC is developing an enforcement program to ensure the IOU's comply with the programs.

  • Cap on disconnections of 3% per IOU through 2024 and 30% per zip code.
  • No disconnections allowed for customers on low-income plan or when it is over 100° or below 32°.
  • Deposits and reconnection fees eliminated for ALL IOU customers.

Customers will be offered a payment plan:

  • AMP – Arrearage Management Program - Includes bill forgiveness after on-time payments; or
  • AMP – Arrearage Management Program - Includes bill forgiveness after on-time payments; or
  • PIPP – Percentage of Income Payment Plan (Pilot Program).
  • A separate phase will be classified as ratesetting.
  • IOUs must enter into NDAs and MOUs with CCAs to promote data sharing.
  • Decision will go into effect when Resolution M-4842 expires in March 2021.
