Joint IOUs PG&E, SDG&E, SCE, and SoCal Gas submitted a Petition for Modification ("PFM") of Decision 02-04-026 to reduce the frequency of recertifications required for Medical Baseline ("MBL") customers to remain enrolled in the program. These revisions aim to increase and maintain participation in the MBL program by reducing the potential for customers to be removed from the program for not responding to recertification verifications. Responses are due by September 2, 2022.
Background:
If approved, this petition would modify D. 02-04-026, a decision adopted in 2002 in response to the 2001 Rulemaking 01-05-047 issued to determine whether baseline allowances for residential usage of gas and electricity should be revised. D. 02-04-026 orders that IOUs require customers with a permanent disability to self-certify their eligibility every two years and require customers without a permanent disability to self-certify each year and provide a doctor's certification every two years.
Proposed Modification:
The IOUs have submitted a petition to reduce these self-certification requirements so that a customer with a permanent condition would be required to provide self-certification every four years and a customer with a non-permanent condition would no longer provide self-certification and would be required to provide certification from a qualified medical practitioner every two years.
