Verdant Associates drafted this study for the CPUC to evaluate the effectiveness of the current NEM 2.0 tariff in order to inform its successor.
The NEM 2.0 Lookback Study determined that overall, the NEM program is cost-effective to participants but not to non-participant ratepayers. In other words, there is a cost shift that must be rectified. The study discusses the use of the Ratepayer Impact Test and the Total Resource Cost test as determinants of cost effectiveness to ratepayers.
