Net Energy Metering ("NEM")

This proceeding examines the issues surrounding the current NEM tariff in order to develop a successor tariff, as required by D. 16-01-044. “NEM- 3.0”, as it is informally called, is the successor to NEM 2.0 and the original NEM tariff, and is the mechanism by which self-generators (customers with solar and battery storage under 1 MW) are provided IOU bill credits for overproducing energy and providing it to the grid.

The preliminary scope includes:

  • Identification of guiding principles
  • Identification of program elements such as pricing mechanisms, fees or fee waivers, timing for meter reads/billing, or other items
  • Options for an NEM tariff that will meet the goals of AB 327
  • Modification of NEM tariff rates schedules, VNEM, NEM aggregation, the Renewable Energy Self-Generation Bill Credit Transfer program, and other NEM tariffs applicable to different generation sources.
