Percentage of Income (PIPP) Scoping Memo and Ruling
Pursuant to D. 20-06-003, the PIPP is one of several programs and policies proposed by the CPUC to reduce customer disconnections for non-payment.
The scoping memo asks parties to consider issues for discussion and comments.
Establishment of the program:
- Should PIPP be a pilot or full implementation?
- What details should be included in the program?
- How will the Commission evaluate effectiveness of PIPP?
- What are the costs and how should they be recovered?
CCAs and the PIPP:
- How will PIPP work for CCA customers?
- How will billed amounts be attributed back to 3rd parties?
Eligibility:
- Who should be eligible?
- Who should verify eligibility and how frequently?
- What are the privacy concerns, if any?
Other Issues:
- What are the consequences of decoupling bills from energy usage?
- What if someone misses a payment?
- Should the AMP and PIPP programs be combined?
- How does PIPP interact with CARE/FERA programs
