Percentage of Income (PIPP) Scoping Memo and Ruling

Pursuant to D. 20-06-003, the PIPP is one of several programs and policies proposed by the CPUC to reduce customer disconnections for non-payment.

The scoping memo asks parties to consider issues for discussion and comments.
Establishment of the program:
  • Should PIPP be a pilot or full implementation?
  • What details should be included in the program?
  • How will the Commission evaluate effectiveness of PIPP?
  • What are the costs and how should they be recovered?
CCAs and the PIPP:
  • How will PIPP work for CCA customers?
  • How will billed amounts be attributed back to 3rd parties?
Eligibility:
  • Who should be eligible?
  • Who should verify eligibility and how frequently?
  • What are the privacy concerns, if any?
Other Issues:
  • What are the consequences of decoupling bills from energy usage?
  • What if someone misses a payment?
  • Should the AMP and PIPP programs be combined?
  • How does PIPP interact with CARE/FERA programs
