Replies to ALJ Questions Regarding PIPP Cost Recovery

CalCCA:

• Commission should set a maximum range for PIPP pilot’s budget.
• CalCCA recommends PIPP pilot is limited to unbundled customers for12-18 months. If pilot is longer, CCA customers should be included.
• IOUs need to enroll PIPP customers. CCAs can’t determine eligibility.

SDG&E:

• Proposes to recover PIPP subaccount balances through PPP charge.
• Increase in discounts to CARE participants from the PIPP would exceed the statutorily mandated 35% discount cap.
• SDG&E agrees with CalCCA that only bundled customers be allowed to participate. If pilot expands SDG&E commits to working w/ CCAs.
