• Requiring CCAs to independently recover PIPP costs could disproportionally impact ratepayers in small communities.
• Recover discounts similar to CARE, FERA and AMP through PPP.

SDG&E:

• Supports a working group with CCAs.
• TURN’s argument that IOUs are collecting more revenue due to programs like PIPP is wrong and irrelevant.
• SDG&E will always be collecting less with a PIPP than would otherwise have been billed.

UCAN:

• CCAs should be excluded from PIPP due to complexity.
• Agrees with SCE that if CCAs are to be part of PIPP pilots, the IOUs and CCAs should work through protocols for billings and collections through an informal workgroup.
