SDG&E generally supports Draft Resolution ("DR") E-5169 but requests the Commission to modify the DR to adopt a Medical Baseline Program eligibility study and provide clarity that SDG&E enrollment proposals are targets rather than "goals". SDG&E expressed concerns that setting goals without a basic understanding of whether or not that number is an effective indication of a program's total reach creates a scenario where the IOU may be setting unachievable targets based on the actual eligble population.
